My heart goes out to some of those rather hostile yet highly intelligent individuals who may see problems really because they have solutions. That hostility is learned in defense; not offense. The only problem that ever really seems to bother empire builders is bureaucracy. Before a new colony on the frontier could be founded, the Senate and Triumvirate would have to pass the plan.
